The EPA’s rule of thumb is two to three days out of the room, with a fan in an open window blowing air out the whole time — longer for oil-based paint, and longer for infants, young children, pregnant women, and anyone with a respiratory condition. The EPA calls that a rule of thumb, not a safety threshold. If the room still smells strong, or gives you a headache or watering eyes, sleep somewhere else regardless of the clock.

Maybe you’re in a 1907 four-square in Tower Grove South and the windows have been painted shut since the Clinton administration. Maybe it’s a ranch in Affton, a rented flat in Maplewood, a starter house in O’Fallon where the nursery has to be ready before the baby is. The question is the same one, and it comes with a small knot of worry attached: is this actually safe, or am I being dramatic?
You’ll find every answer between “a few hours” and “a week” if you go looking. Most of it is written by people selling paint or selling painting. So here is what the federal agencies actually say, what they admit they don’t know, and the parts that are specific to a metro where most of the houses are older than everyone living in them.
How long should you wait before sleeping in a freshly painted room?
The EPA’s published guidance is to avoid freshly painted rooms for two to three days where possible, and to keep ventilating for that whole stretch. That comes from Healthy Indoor Painting Practices (EPA 744-F-00-011), written with the Consumer Product Safety Commission.
Here is the part nobody quotes, and it’s the most useful sentence in the document. The EPA calls its own number a “rule of thumb” — not a health threshold, not a tested safety line. So when a painting company’s blog tells you “72 hours” with the confidence of a lab result, that precision isn’t coming from anywhere. The two-to-three-day range is real and it’s federal. The decimal point is invented.
One honest caveat we’d rather state than hide: that guide is dated May 2000. We looked for something newer and found nothing superseding it on epa.gov. It predates today’s low-VOC market, which cuts both ways — modern paints are generally cleaner, but the advice was written when “low-VOC” meant something different than it does on a shelf in 2026.

Why “the paint is dry” doesn’t mean “the room is safe”
The EPA names this misconception directly: “Part of the risk with indoor painting arises from the idea that dry paints are safe.”
Touch-dry is a surface condition. What you smell afterward is the coating continuing to release compounds into the room, and that process runs on its own schedule. EPA-affiliated chamber research on a low-VOC latex paint found formaldehyde emissions came in three stages: a sharp initial burst, a fast decay, and then a slow tail the researchers described as lasting more than a month. The main source wasn’t the solvent at all — it was the biocide preservative in the can.
What you painted matters as much as what you painted with. In related chamber work, emissions off drywall ran past 200 days, while the same coating on stainless steel was finished in three or four. Porous surfaces hold onto it. A room of fresh drywall and a room of old woodwork are not the same room.
None of that means your bedroom is dangerous for a month. It means the two-to-three-day rule is about clearing the spike, not about reaching zero. Those are different claims, and only one of them is true.
What “zero-VOC” on the label actually means
This is where the label and your lungs part company.
Federal limits for interior architectural coatings live in 40 CFR Part 59, Subpart D: 250 grams per liter for flat interior paint, 380 g/L for non-flat. Straightforward enough. But read the headnote on the EPA’s own table — limits are calculated “excluding the volume of any water, exempt compounds, or colorant added to tint bases.”
Colorant is excluded. Tinting happens at the store, after that number was set. So a can can carry a very low or zero VOC figure and contain measurably more once someone mixes your color into it. Green Seal puts the consumer version plainly: the label figure doesn’t include VOCs added in the colorant at point of sale, which can raise levels significantly.
Then there are exempt compounds. The EPA’s regulatory definition of a VOC only covers carbon compounds that help form smog. Chemicals judged not to contribute get excluded — the EPA specifically names methylene chloride and perchloroethylene as exempt despite potential indoor health risks, and acknowledges the mismatch creates confusion in product labeling. In its words, VOCs are regulated outdoors because of smog; indoors, the concern is people’s health. Same three letters, two different problems.
So a paint labeled zero-VOC can lawfully contain volatile chemicals. They simply aren’t counted, because the yardstick was built to measure smog.
One more thing worth knowing: “zero-VOC” is not an EPA-defined term. There’s no such category in the federal rule. The claim is policed by the Federal Trade Commission instead — in 2018 the FTC finalized orders against four paint companies over emission-free and VOC-free claims made without substantiation, including claims about safety for babies, children, pregnant women, and people with asthma or allergies. If a can promises you it’s safe for an infant, that is exactly the sentence regulators went after.

Ventilation: the box fan really is the official answer
The EPA’s guidance here is unusually specific, and it happens to match what your grandfather did:
- Open doors and windows to the outside — not into hallways, which just moves the problem to another room.
- Push curtains and blinds back so nothing blocks airflow. You want a cross-breeze.
- Place a box fan securely in the window blowing out. Not in. Out.
- Don’t aim it into a neighbor’s space.
- Secure it in the frame so it can’t fall or be tipped by a child.
- If it rains or snows, turn it off and take it out of the window.
- Keep it going while painting and for two to three days afterward.
Two things the EPA says explicitly do not work, both of which people try first:
“An air conditioning unit should not be substituted for the use of a fan.” Central air recirculates; it doesn’t exhaust. And bathroom or kitchen exhaust fans “do not always vent out-of-doors and should not be relied upon.” In a lot of older St. Louis housing, that bath fan vents into the attic or nowhere at all.
The scheduling advice is genuinely useful here: paint during a dry stretch in fall or spring, when you can leave windows open for three days without misery — the same stretch when the rest of the seasonal maintenance on a St. Louis house gets done anyway. In this metro that’s an argument against both a July repaint and a January one.
Who should wait longer than two or three days
The EPA and CPSC are direct about this, and the wording is worth reading as written rather than paraphrased:
“Susceptible people, such as young children and individuals with breathing problems, should avoid paint vapors. To avoid any health risks for themselves and their unborn babies, pregnant women should avoid undertaking painting projects and should limit their time in freshly painted rooms, especially when oil-based paints are being used.”
They add a plain instruction that beats any timer: “Leave painted areas if you experience eye watering, headaches, dizziness, or breathing problems.” And a sentence that explains why no single number can be right for everyone — “People’s susceptibility to paint chemicals varies widely.”
The American Lung Association lists the short-term effects as eye, nose and throat irritation, headaches, nausea, dizziness, and difficulty breathing, and notes that people with asthma or COPD can see symptoms worsen. If someone in the house has asthma, the nursery timeline isn’t the same as the guest-room timeline — and that’s worth saying out loud up front if you’re hiring an interior painting company instead of doing the room yourself.
The St. Louis part: most of our houses are from the lead era
Here the local math actually changes the advice.
Using Census Bureau ACS 2024 estimates for year structure built, about 87% of housing units in the City of St. Louis were built before 1980 — and roughly 56% before 1940. St. Louis County runs younger: about 67% pre-1980, and only about 9% pre-1940. Statewide, Missouri’s health department puts it at roughly 65% of housing built before 1978, which is the lead-paint cutoff.
(A note on precision, since we’d rather be exact than impressive: the Census buckets by decade, so there’s no clean pre-1978 line in the data. “Before 1980” is the honest way to say it.)
What that means practically: in much of the City, “should I repaint this?” and “is there lead under this?” are the same question. Sanding or scraping an old painted surface is a different risk category than rolling a fresh coat over drywall — it’s why doing your own interior painting in an old St. Louis house is mostly a prep job — and no amount of ventilation addresses lead dust.
Two rules people routinely mix up:
- Renovation — the EPA’s Renovation, Repair and Painting rule applies in Missouri, administered by the EPA directly. Anyone paid to disturb painted surfaces in a pre-1978 home must work for an EPA-certified firm with a certified renovator on the job.
- Abatement — deliberately removing lead hazards. That’s licensed by Missouri DHSS, and it’s a different credential entirely. A contractor certified for one is not automatically qualified for the other.
Homeowners doing their own work in their own home generally aren’t covered by the RRP rule — but you are covered if you rent out any part of the property, run childcare there, or are flipping it. That catches a lot of small St. Louis landlords who don’t think of themselves as contractors.
The City of St. Louis runs a Lead Inspection and Hazard Control Division, and inspections are free for City residential properties where a child under six or a pregnant woman lives. That’s the Citizens Service Bureau at 314-622-4800.

This is the detail no national article will tell you, and it matters in a city full of two- and four-families.
The EPA warns that paint vapor moves as “shared air” between units in apartment buildings, traveling through common walls via gaps around pipes and electrical outlets. It advises building managers to notify neighbors ahead of a repaint, keep ventilation running for at least two to three days, and even consider loaning box fans to residents.
If you’re a landlord repainting a unit in a South City four-family, that’s a courtesy call worth making. If you’re the tenant next door wondering why your place smells like primer, now you know why.
What to do with the leftover paint
Half-full cans in the basement are a St. Louis tradition. Here’s how to end it properly.
Residents of St. Louis City, St. Louis County, and Jefferson County can use the regional Household Hazardous Waste program. St. Charles County residents are not eligible for it — that county runs its own. Appointments are required and you’ll need proof of address.

Fees, which surprise people: latex and water-based paint costs about $0.50 per pound, because latex isn’t hazardous waste and doesn’t fall under the free allowance. Oil-based paint is free for the first 50 pounds, then about $1.70 per pound after that. City residents’ access is covered by the solid waste fee on the quarterly water bill; book through the Citizens Service Bureau at 314-622-4800.
The free option most people miss: fully hardened, dried-out latex paint can generally go in the regular trash. Both the regional program and the EPA say so, and the program specifically asks residents to bring only liquid paint. Leave the lid off in a ventilated spot until it’s solid. Both sources hedge with “often” and “check with your hauler,” and with 88 municipalities in the County that’s worth a phone call. Never pour paint down a drain or into a storm sewer.
Milk paint, clay paint, lime wash: what we could and couldn’t verify
We went looking for evidence that these are genuinely lower-emission. We’d like to tell you they are. We couldn’t verify it.
Essentially every source making that claim was a company selling the product, an affiliate roundup, or a content mill. We found no EPA, CDC, American Lung Association, or peer-reviewed source substantiating lower real-world emissions. What they’re made of isn’t in dispute — milk paint is casein, lime and mineral pigment; clay paint is clay, water and plant binders; lime wash is slaked lime and water. Whether that translates into cleaner indoor air is a claim we can’t stand behind.
And one thing worth knowing before you romanticize the natural option: lime wash is calcium hydroxide, a caustic alkali. NIOSH lists eyes, skin and respiratory system as target organs, with an exposure limit of 5 mg/m³. With moisture it can cause serious skin burns, and eye contact can cause chemical burns. Natural is not a synonym for harmless.
Vendors also consistently report the practical trade-offs — lower durability and washability, a topcoat usually needed over milk paint, lime wash fading and wanting redoing every few years. Reasonable for a low-traffic wall or a piece of furniture. Less so for a kitchen with kids in it.
Four things you’ll read that aren’t true
- “Once it’s dry, it’s safe.” The EPA names this one specifically as a misconception.
- “Indoor VOCs run 1,000 times higher while paint dries.” The EPA’s 1,000× figure describes paint stripping, not painting. It gets misquoted constantly. What the EPA does say is that indoor VOC levels run up to ten times outdoor levels, and that elevated concentrations can persist long after the work is done.
- “If you can’t smell it, it’s safe.” Odor thresholds and health thresholds for different compounds can differ by orders of magnitude, and noses go blind to a smell within minutes. The reverse is equally untrue — a strong smell isn’t proof of harm. Smell just isn’t a dose meter.
- “Put a cut onion or a bowl of charcoal in the room.” We found no health agency or study addressing this at all — only content mills and companies selling air purifiers. We’re not going to claim it’s been disproven, because we couldn’t find anyone who tested it. What agencies actually recommend is ventilation.
